Whatcom County septic O&M checklist
Quick facts
| Topic | What Whatcom materials say (re-check live) |
|---|---|
| Evaluation interval | Conventional gravity: every 3 years. All other types: once a year (unless manufacturer requires more). Food-service establishments: annual. |
| Self-inspect allowed? | Yes after free HOST / in-person homeowner training — for eligible system types only. Submit a Homeowner Report of System Status (HROSS) with required photos (and site sketch if no permit on file). Evaluation date must be within 30 days of submittal per HROSS form. |
| Homeowners CANNOT self-evaluate when | Community drainfield; restaurant / food service; sale or property transfer; proprietary technology (examples cited: Glendon Biofilter, OSCAR, ATU); system was “non-conforming” when replaced. Call (360) 778-6000 if unsure. |
| Professional path | Hire a Whatcom-licensed O&M Specialist (lists on the O&M page / Document Center). |
| Report path | Homeowners: HROSS to WCHCS (mail/drop-off/email per form). County enters into its OSS database. This is not the same as homeowner OnlineRME filing used in some other counties. |
| Sale / transfer | Current Report of System Status (ROSS) from a licensed O&M Specialist must be on file — homeowner HROSS does not cover listed-for-sale evaluations. |
Homeowner checklist
- Confirm system type and whether any “cannot self-evaluate” bullet applies.
- Default if unsure or proprietary/sale: hire a licensed O&M Specialist from the county list.
- Training path: complete HOST online or in-person so you are certified for your parcel(s).
- Perform the evaluation only after certification, then submit HROSS + photos (+ sketch if required) within 30 days. Staff may follow up with a site visit.
- Ask about rebates on the Septic Maintenance Rebate Program page if you completed training / eligible maintenance.
